BNG is the difference between pre-development biodiversity value and post-development value, as measured in biodiversity units. These values draw on a number of measurements, including species diversity and size of the land plot

Is BNG mandatory?

Not yet. The government's commitment to BNG is legally binding. However, the scheme is still in its 2-year transition phase, and likely won't be fully mandatory until 2023. That said, many LPAs are using the National Planning Policy Framework (NPPF), England's overarching planning guideline, to apply a 10% net gain requirement on new development proposals.
